Michigan Department of Health and Human Services Direct Care Worker (DCW) Advisory Committee
Dr. Clare Luz, director of IMPART Alliance, Co-chairs this Advisory Committee. It is comprised of stakeholders across MI representing all care settings, payors, state funded programs, and all populations served. It includes representatives from state government, labor, clients, family members, DCWs, trade associations, allies, and others. We have three workgroups. One was focused on ensuring that DCWs received the necessary PPE that they needed during the pandemic. Another is dedicated to professionalizing the DCW workforce, which Dr. Luz chairs. Professionalizing the workforce means developing competency standards, training standards that map to these competencies, credentials and career pathways. None of this currently exists in MI for most DCWs. The first step is to establish competency standards, which the committee did and submitted them to the director of Michigan Department of Health and Human Services for consideration. We learned on 5.6.22 that Dir. Hertel and the Michigan Department of Health and Human Services leadership has approved these competencies, meaning they will be the first ever statewide recommended DCW competency guidelines and set the stage for standardized training programs and credentials. Another outcome is the development of a partnership through which IMPART Alliance helped write a 2.8 million-dollar proposal and submitted it to Michigan Department of Health and Human Services leadership and several legislators to establish a MI DCW Training and Credentialing Infrastructure. We recently learned that this proposal has been included in the 2023 House budget.
